Now that’s interesting…

I like the sound of CEI’s solution to the piracy problem. But there is something else interesting I came across-apparently the Romans had two different words for warbellum meaning war against a legitimate enemy and guerra for a war against an illegitimate enemy. For them, different rules applied in such situations. It is interesting to note that the idea that terrorists enemy combatants disaffected internationals ought to have the same rights as the uniformed armed forces of a recognized foreign power is an attempt to apply the rules of bellum to a situation which is clearly guerra.
